Greetings Reader, 

          On behalf of the writers, role-players, graphics designers, and webmasters responsible for the creation of The Alliance of Incorporated Worlds, I would like to thank you for your acceptance. Your acceptance of our offer to become a part of either our Alliance of Incorporated Worlds message board role-playing game or our Starbase Tranquility division is greatly valued. It will allow for The Alliance of Incorporated Worlds to become even more active than it already is. Your acceptance allows us to work with others in order to ensure that The Alliance of Incorporated Worlds can be a realistic government in a universe that is based upon the ideas of Star Trek. The Alliance of Incorporated Worlds was created ambitiously by the work of several key players whom you will have a chance to interact as you create your Alliance character and immerse yourself in the world of The Alliance of Incorporated Worlds. This Guide is being sent to you in order to explain to you the finer details of The Alliance, to give you a briefing on what you will be doing in your position, to give you a user guide on how to use our website and our message boards, and to give you tips that we've come to learn when we created the building blocks of The Alliance. We hope that The Alliance can be to you a fun addition to your life, and we hope that your character continues to grow with your careful nurturing.

Section 1: The Alliance, what is it? 



     The Alliance of Incorporated Worlds is an interstellar government that gets created in 2501 following a brief but bloody civil war between three Segan Monarchies. The repulse of the invasion by the Segan Popular Union against the legitimate Segan Monarchy and the Cardassian Monarchy meant that the civil war was effectively over with the boundaries left where they were before the war had even started. The leaders that emerged from the civil war in charge of their various independent Monarchies realized that the Civil War was only a first taste as to what would happen if the Segan Monarchies were to continue to exist as separate entities. 

     The leaders met in a summit early in January 2501 in order to discuss and draw out a plan to merge the Segan Monarchies into a single nation. What came out was a Segan proposal to merge the nations, making them provinces into a larger Alliance of Incorporated Worlds. The Alliance would effectively end their existence as independent sovereign states, and would make them a province within The Alliance. Their fleets would no longer be allowed to sail out of their provincial borders, and foreign policy would be determined by the elected leader of The Alliance. 

     The proposal was embraced by the Segan Monarchies who saw an economic recovery opportunity in The Alliance becoming larger and involving more governments than just the Monarchies. The result was a summit which drew up the Treaty of Arnouville. Following a short referendum, fifteen nations ratified the Treaty of Arnouville. The Alliance, created with a total of fifteen provinces, would now be a leading power in the Selevenar Galaxy, home to most of The Alliance's new provinces and an influential power in the Milky Way Galaxy where one fifth of its provinces are located. 

      Thus in 2501, The Alliance of Incorporated Worlds was created as a democratic institution that governed almost forty billion star systems and three hundred trillion people. The Alliance of Incorporated Worlds is led by a trilateral legislative branch that are organized into three councils that each administrate over specific sectors of interest to The Alliance. The executive branch consists of an elected Alliance Arch-Prime Minister and Prime Minister who propose legislation, and are responsible for foreign policy, as well as commanding the military. The judicial branch is organized into a singular council called the Council of Hokia and is responsible for ensuring judicial application of the Treaty of Arnouville as well as the Declaration of the Rights of Sentient Life. 



Section 2: The Alliance is for Role-Playing



       The Alliance of Incorporated Worlds was created primarily to be a setting through which active role-playing with a focus on domestic and foreign politics could take place. The Alliance of Incorporated Worlds is a copyright of Generation 2498 and is used by Generation 2498 in a live sim as well as a message board sim. The Alliance of Incorporated Worlds is role-played at two levels in the government. At the legislative/judicial level, as well as the foreign ministry level. 

     The message board sim's focus is to role-play the Councils of The Alliance's votes on proposals that are recommended by the chairmen and chairwomen of that Council, as well as the council members. One person represents 4 council members, one for each of the councils and is asked to represent his or her province's view-point through the votes and argue that province's viewpoint in order to shift the votes in their favor during the week-long caucuses. It is all message board based and is designed for those who don't have much time, in theory you would only have to visit the website a few times per week to represent your province effectively.

      The live sim meets once a week on Saturdays at midnight Eastern. Here, our members are Ambassadors assigned to represent The Alliance of Incorporated World's interests in the Intergalactic Alliance of Powers. As an observer nation, we observe the Alliance's proceedings and comment when we disapprove and offer our aid when it is unobtrusive to our foreign policies. The live sim requires considerably more time as it requires writing logs (short stories of sorts), as well as attending the sim each week for at least an hour. 



Section 3: The Ambassador Position in Depth



    The Ambassador position is played out in the live sim, Starbase Tranquility. Each week, the ambassador is expected to attend the Starbase Tranquility sim role-playing the character 

     As an Ambassador, you will report directly to Ambassador Yrishna Wolf. Ambassador Yrishna Wolf is the Head of the A.I.W. Observation to the Intergalactic Alliance of Powers meaning she has the final voting power, and she is the primary representative of the A.I.W to the I.A.P. As an Ambassador, it will be your duty to specialize in one of the A.I.W.'s sectors and serve as an Attaché to the Observation. 

   Whether you are a Military Attaché, a Religious Attaché, a Press Attaché, etc, there are things to be done. The Ambassador is always in need of assistance writing S.P.N.N. articles that cover the facet of the A.I.W. Want to write about a military deployment? Great! Write it up, send it to the Ambassador approval and then get it out. You can also discuss with other ambassadors the A.I.W point of view, the Embassy is always in need of more representatives. 

      As an Ambassador within the Intergalactic Alliance of Powers, you will be in constant contact with representatives from other members of the Intergalactic Alliance of Powers as well as the observations of the Intergalactic Alliance of Powers. It will be your responsibility to do your best in representing the A.I.W in its foreign ministry. Maybe one day after a lot of fun and a lot of dedicated work, you will become an Ambassador Extraordinaire and Explonipotentiary! 



Section 4: The Council member Post in Depth



      The Alliance of Incorporated World will be an actual working government, with a working legislative and judicial branch and a executive branch played out by Ambassador Yrishna Wolf. The legislative and judicial branches are represented together by 4 councils. These Councils: The Council of Hokia, the Council of Maccotia, the Council of Segania Prime, and the Council of Cardassia Prime each have 15 council members assigned to the individual Council. These Councils are acted out in the message board sims. 

        Each week, a new law is proposed by the chairman of the Council. Through the week, the law is debated and on the day a new law is suggested, all votes are due into the message board. Then the new law is debated ,and it is continued on and on. The message board sim is designed to be fun-filled but also to take as little time away from your life as possible. As a council member you are recommended but not require to have a set idea of what your province's viewpoint is. For example, a province which has a voting record of wanting change won't all the sudden reverse course and vote on things that will maintain things the way they are. A good idea is to write it down so that you are bound to sets of principle that make sure your vote are laid down realistically. 

      As we launch the message board sim, a council member will represent the province in each of the 4 Councils. But as we get more than fifteen members, council-members will be asked to rotate in each of the councils. The sim will test your capability to reflect your province's viewpoint in votes on such things as domestic economy, politics, education, military, laws, and many more things. Expected of a council member will be to visit the message boards at least once per week in order to cast in your vote. We hope that through the week a healthy caucus can develop but the key is keeping the voting going. 



Section 5: Board Moderator Post in Depth


     The Alliance Central Access Network is home to the message board sim section of The Alliance of Incorporated Worlds. In order to delegate some of the workload required to keep legislation proposed every week, and keep a positive environment for caucuses, some of the Council members are promoted to Chairman or Chairwoman. Also becoming board moderators, their task is to ensure the health of their Council. 

     Each week, they are required to post a legislation proposal that will be debated through the week by the council-members in an attempt to get a caucus going. They also tally the votes for the legislation and then send the results of those votes to be written up in an A.P.N.N. Article either by them, or by the webmaster. They can use A.P.N.N. articles in order to provide them some ideas for legislative proposals. 

      Along with these duties, Chairmen and Chairwomen become forum moderators for their Council. They are given administrative capabilities over their board to make sure language is kept at rated PG-13, and they must also encourage growth of the discussions. By becoming Chairmen and Chairwomen they become dully selected community leaders of The Alliance Central Access Network.



Section 6: Using the Community Features of 

The Alliance Central Access Network 


       The Alliance Central Access Network has several features which you should get to know before you use. One requires no explanation and those are the polls in referendum. The polls in referendum are designed to give an extra simulated input of legislation into the Councils. Polls are given to website visitors who act as Alliance citizens voting on whether or not to send legislation to the Councils. We highly recommend you visit the site each week and post your answers to the polls so that we can help the message board sim as much as possible. 

     The Alliance Central Access Network uses EZBoard for its message boards. When accessing our EZboards, you will need to register for a user name to be able to post. Please register your post as a LOCAL ACCOUNT, so that privileges can be assigned to you. It's very easy and we would appreciate it that if you are Council Member create a character name through your user name, and same for Ambassadors. For example, if you are a Councilman, have your user name be Councilman & then your character's name (e.g. Councilman McHoward). If you're an Ambassador, have your user name be Ambassador & then your character's name (e.g. Ambassador Wolf).  If you have any questions about the EZBoards, contact AmbassadorWolf@aol.com immediately.
