PreambleThe citizens of the L’nhraei Commonwealth of Planets and the citizens of The Alliance of Incorporated Worlds meet with an understanding of our past peaceful natures together in a forum that is characteristic of that nature. We are citizens of civilised nations, who understand that the civilised way is that of peace, and we work together to condone that future relations amongst our two nations remain thus. This treaty is written to ensure that our two nations may always work with one another to resolve future disputes, and disagreements. This treaty is written to ensure that our two natures may always co-operate with one another to ensure economic prosperity, as well as cultural prosperity. We are of two divergent histories, with the hope of joining them together in peace. We proposed this treaty as our declaration that normal, peaceful relations exist between our two governments.
Article I – Recognition of LegitimacyWe, the peoples of the L’nhraei Commonwealth of Planets and The Alliance of Incorporated Worlds affirm that two separate, legitimate governments represent our two peoples. The L’nhraei Commonwealth of Planets hereby recognises the legitimacy of The Alliance of Incorporated Worlds to conduct its own policies, both domestically and externally in its own manner. The Alliance of Incorporated Worlds hereby recognises the legitimacy of the L’nhraei Commonwealth of Planets to conduct its own policies, both domestically and externally, in its own manner. Neither nation shall question the legitimacy of either government unless clear proof can be made that the government no longer represents its people.
Article II – Declaration of PeaceWe, the peoples of the Parthian Imperium and The Alliance of Incorporated Worlds affirm that a condition of peace exists between our two nations. No military vessel of the L’nhraei Commonwealth of Planets or The Alliance of Incorporated Worlds may open fire on the other’s vessels, except in defence of life. Neither nation shall invade or attack the other.
Article III – Recognition of Territorial SovereigntyThe L’nhraei Commonwealth of Planets and The Alliance of Incorporated Worlds understand and affirm that the commencement of friendly relations begins with the respect of boundaries of our two nations. With this treaty, the L’nhraei Commonwealth of Planets and The Alliance of Incorporated Worlds agree to the border stipulations signed between the former sovereign governments that are now provinces of The Alliance of Incorporated Worlds and the L’nhraei Commonwealth of Planets.
Article IV – The Permission of Trade and MovementSection 1The L’nhraei Commonwealth of Planets and The Alliance of Incorporated Worlds are committed to a free movement of people and goods between them. Citizens or permanent residents of each nation shall be allowed to visit the other without a visa for up to ninety (90) days. Citizens of the Alliance of Incorporated Worlds shall be allowed to bring back goods from the L’nhraei Commonwealth of Planets worth one thousand Alliance credits (€1000) duty-free. Citizens of the L’nhraei Commonwealth of Planets shall be allowed to bring back goods from The Alliance of Incorporated Worlds worth two hundred Commonwealth pounds (£40) duty-free. Section 2
Any person entering the L’nhraei Commonwealth of Planets and The Alliance of Incorporated Worlds who is in transit to a third nation shall not be required to go through immigration and/or customs, provided the person remains within the Commonwealth or Alliance for less than one (1) day and does not leave the shuttleport of entry. Section 3All vessels of the L’nhraei Commonwealth of Planets and The Alliance of Incorporated Worlds other than military vessels shall be allowed free passage into and/or through the space of the other nation, unless the vessel poses a physical danger to that nation’s citizens. Any immigration or customs regulations of the nation entered shall apply. Section 4
Any military vessel of either nation shall not enter the other without prior permission of the government of the nation entered, which may provide an armed escort. Section 5The Alliance of Incorporated Worlds shall reduce tariffs as follows on all products from the L’nhraei Commonwealth of Planets, excluding agricultural products. The Alliance of Incorporated Worlds and the L’nhraei Commonwealth of Planets shall review these reductions in five-year periods in which either nations can choose to either renew or cancel tariff reductions during review periods.
Article V – Intellectual PropertyBoth the L’nhraei Commonwealth of Planets and The Alliance of Incorporated Worlds shall honour the copyrights and patents granted by the other. Anything so protected prior to this treaty taking effect shall be included, however, anything in existence before this treaty which would not infringe a copyright or patent in the nation where such protection was granted but would in the other shall continue to receive such protection.
Article VI –Extradition of SuspectsWith full faith to the judicial and security systems that exist within our two actions, the L’nhraei Commonwealth of Planets and The Alliance of Incorporated Worlds agree in this treaty to co-operate on matters involving the extradition of suspects who either live or are seeking refuge one nation but that may be vital to criminal investigations within the other’s nation. This treaty establishes that The Alliance of Incorporated Worlds and the L’nhraei Commonwealth of Planets will willingly extradite all suspects being sought on legitimate warrants in the other nation. Any suspect who would face the death penalty if convicted shall not be extradited.
Article VII – Authority
Authority for the L’nhraei Commonwealth of Planets to enter this treaty comes under Article II, Section 4, paragraph 1 of the Constitution of the L’nhraei Commonwealth of Planets.
Article VIII – RatificationThe L’nhraei Commonwealth
of Planets and The Alliance of Incorporated Worlds shall ratify the treaty
through processes specified by their respective laws. Equally valid copies
of the ratified treaty shall be placed in the archives of both nations.
