4 PreambleThe citizens of the United Federation of Planets, and the citizens of The Alliance of Incorporated Worlds meet with an understanding of our past peaceful natures together in a forum that is characteristic of that nature. We are citizens of civilized nations, who understand that the civilized way is that of peace, and we work together to condone that future relations amongst our two nations remain thus. This treaty is written to ensure that our two nations may always work with one another to resolve future disputes, and disagreements. This treaty is written to ensure that our two natures may always cooperate with one another to ensure economic prosperity, as well as cultural prosperity. We are of two divergent histories, with the hope of joining them together in peace. We proposed this treaty as our declaration that normal, peaceful relations exist between our two governments.
Article One – Recognition of LegitimacyWe, the peoples of the United Federation of Planets and The Alliance of Incorporated Worlds affirm that two separate, legitimate governments represent our two peoples. The United Federation of Planets hereby recognizes the legitimacy of The Alliance of Incorporated Worlds to conduct its own policies, both domestically and externally in its own manner. The Alliance of Incorporated Worlds hereby recognizes the legitimacy of The United Federation of Planets to conduct its own policies, both domestically and externally in its own manner. Neither nation shall question the legitimacy of either government unless clear proof can be made that the government no longer represents its people.
Article Two – Declaration of PeaceWe, the peoples of the United Federation of Planets and The Alliance of Incorporated Worlds affirm that a relation of peace exist between our two nations. No military vessel of the United Federation of Planets may open fire with the intent to destroy an Alliance of Incorporated Worlds military vessel, and no Alliance of Incorporated Worlds military vessel may open fire with the intent to destroy a United Federation of Planets vessel. Any encounter or incident that may occur during the duration of the Sideki-Wolf Treaty between our two nations will be discussed through diplomatic channels, so that the threat of war may be minimized and may never threatened our citizens. Article Three – Recognition of Territorial SovereigntyThe United Federation of Planets and The Alliance of Incorporated Worlds understand and affirm that the commencement of friendly relations begins with the respect of boundaries, which divide our two nations. With this treaty, the United Federation of Planets and The Alliance of Incorporated Worlds agree to the border stipulations signed between the former Segan Royal Monarchy and the United Federation of Planets. The Alliance of Incorporated Worlds also agrees to share control of the Selevenar Galaxy and Milky Way Galaxy wormhole, with The Alliance of Incorporated Worlds controlling the Selevenar end of the wormhole, and the United Federation of Planets controlling the Milky Way end of the wormhole.
Article Four – The Permission of Trade and MovementWe, the peoples of the United Federation of Planets and The Alliance of Incorporated Worlds agree to the permission of trade amongst our two peoples, as well as the permission of movement of certain vessels (all of which are to be armed only, in certain circumstances, with minimal defensive weapons) within our borders carrying the flags of the United Federation Planets or The Alliance of Incorporated Worlds. The permission of trade and movement is conditional case, by case. 1. Certain vessels will be identified herein as vessels whose primary equipment, construction, and personnel make them a “medical vessel.” Medical vessels carrying the banner of the other nation will be allowed free passage within our borders. 2. Certain vessels will be identified herein as vessels whose primary equipment, construction, personnel, and passengers make them a “civilian transports.” Civilian transports are identified as cruise liners, refugee transports, and personal civilian crafts. Civilian transports carrying the banner of the other nation will allowed free passage within our borders. 3. Certain vessels will be identified herein as vessels whose primary equipment, construction, personnel, and cargo make them a “trade transports.” Trade transports are identified as cargo carriers, trade transports, and independent commercial crafts. Trade transports carrying the banner of the other nation will be allowed free passage within our borders. 4. Military vessels are only allowed to cross the border in escort of official diplomats and government representatives and then only with the permission of the respective governments and full acknowledgement that military escort from the government in which the space has been breeched is valid and necessary. Article Five – Preferential Tariff AgreementThe United Federation of Planets, understanding the importance of economic growth abroad, and the significance of United Federation of Planets private investment in The Alliance of Incorporated Worlds’ market, agrees in this treaty to The Alliance of Incorporated Worlds’ status as a preferential trade partner. The United Federation of Planet agrees to a 2-year reduction in tariffs imposed upon Alliance of Incorporated Worlds product. These reductions will be sustained in private shuttles, starships, food processing, luxury goods, dilithium, and machinery. The reduction on these goods will be sustained at a .05% drop in the tariff rate sustained by other members of the Intergalactic Alliance of Powers.
Article Six – Agreement on the Extradition of SuspectsWith full faith to the judicial and security systems that exist within our two actions, the United Federation of Planets and The Alliance of Incorporated Worlds agree in this treaty to cooperation on matters involving the extradition of suspects who either live or are seeking refuge one nation but that may be vital to criminal investigations within the other’s nation. This treaty establishes that The Alliance of Incorporated Worlds and the United Federation of Planets will willingly extradite all suspects being sought on legitimate warrants in the others’ nation. This willingness is only conditional upon there being clear evidence that the suspect will be vital towards solving investigations, and is also conditional on the investigation being a civilian investigation.
Article Seven – Ratification of the Treaty
of Sideki-Wolf
The United Federation of Planets and The Alliance of Incorporated Worlds once all editing is completed on the Sideki-Wolf Treaty will ratify the treaty through legitimate signature and will return with their signature to Paris, France, Earth, Sol, Alpha Quadrant, Milky Way Galaxy where it will be placed in the archives of the United Federation of Planets, and transferred electronically to The Alliance of Incorporated Worlds. Electronic transfers of the treaty at the signing nations’ home worlds will then also be stored in archives there.
